WG C5-14 Regulatory Incentives for Innovation in Electricity Networks

In the recent years substantial innovations took place in electricity networks. These innovations have been necessary to enable integration of distributed and renewable generation, demand response, storage facilities etc. Typical examples for network innovations are smart grids and smart metering. Different models for network regulation have different impact on the incentives for network innovation.  Some regulators have therefore undertaken specific measures to encourage network innovations.

The objective of this ToR is to explain conceptual approaches, describe experiences in several countries and derive practical conclusions in relation to regulatory arrangements to encourage innovations in network infrastructure.
